Improve vehicle delete script.
+ Added /delallnow to instantly delete vehicles without the wait.
+ Changed base command timer from 1 minute to 5 minutes.

Automatic server cleanup every hour.
+ Added CarWipe which automatically clears all the vehicles in the server every hour.
+ Can also use /delall to manually initiate it.
